Rules for International Students from Japan

This document, dated March 8, 1873, lists the rules regarding international students dispatched by the Meiji government. Tetsunosuke Tomita, who was appointed as the first Vice-Consul of the Consulate General of Japan in New York, was initially dispatched by the Meiji government as an international student.
